Are these real websites?

Can placements be approved before going live?
Absolutely. You can intervene before we begin outreach or before we contact the publisher, whoever you choose. Some would like to approve all the sites. Others simply want it done quickly and believe in the process. Both are working, and we configured it that way from the start. No content is published without going through the approval process agreed upon.
How long does it take?
The link is typically activated within 2-3 weeks of the outreach. Rankings are a different story, though. It still needs to be crawled, processed, and compared to all the other content vying for attention on that SERP. That’s not based on the speed with which your link is live, but on the competitiveness of your keyword. If you get a good placement on a related page, it will do its job; it’s just a matter of time.
Is buying this against Google's rules?

It can if it’s on a low-quality page, a link farm, or a site that has no real traffic. That’s where the risk resides. It is better to have a quality page than a lot of links built.
Do I need to provide the anchor text?
You can suggest one, but it shouldn’t be the same keyword each time.
